The Department of Industries of Government of Uttarakhand is the Nodal Department for supporting Startup ecosystem under the Uttarakhand Startup Policy 2018

An entity shall be considered as Startup if it is working towards innovation or improvement of existing products, processes or services and should have a scalable business model having potential to generate employment and create wealth.
Yes, there is a need to form a legal entity for getting recognised as a startup.
The Startup should be an entity incorporated as a Private Limited Company (as per the Companies Act 2013) or registered as a Partnership Firm (under the Partnership Act, 1932) or a Limited Liability Partnership (under the Limited Liability Partnership Act, 2008). The entity should have been incorporated in Uttarakhand or should also operate from Uttarakhand.
An entity formed by splitting up or reconstruction of an existing business shall not be considered a Startup
Yes, up on fulfilling the below conditions, Company registered in other state can become eligible for getting recognition under Uttarakhand Startup Policy 2018
  • The startups shall operates from and in Uttarakhand and
  • It employs at least 50 percent of its full time workforce from Uttarakhand, which shall not include contract or part-time employees
Under Uttarakhand Startup Policy 2018, an entity shall be considered as a startup up to 10 years from the date of its incorporation and in case where the entity is operating in biotech sector, up to 10 years from the date of its incorporation.
An entity shall cease to be a startup if it crosses the turnover of INR 100 Crores in any of the previous financial years.

You are required to fill the basic details of the company, upload the certificate of incorporation/registration of entity, pitch deck/business plan with a brief description of how the startup is working towards innovation, development or improvement of products or processes or services, or its scalability in terms of employment generation or wealth creation.
Yes, Statups can log on Startup Uttarakhand Portal with Startups India credentials. The basic details in the recognition form will be auto filled log in id and password.
Yes, once your entity gets recognized as startup by Uttarakhand Startup Council, you would be able to download a system generated verifiable Certificate of Recognition.
The startup recognised by the Uttarakhand Startup Council shall become eligible for the following incentives
  • Monthly allowance of Rs. 10,000 per month for general category startups and Rs. 15000 in case of Startups Led by SC/ST/Physically challenged/Women entrepreneurs. Monthly allowances shall be a one-time assistance for a maximum period of 12 months.
  • Need Based Assistance up to Rs. 5 lakhs for Cost of Raw material/components & other related equipments required for the innovative process as a onetime assistance
  • Marketing Assistance up to Rs. 5 lakhs for general category startups and up to Rs. 7.5 lakhs in case as of Startup Led by SC/ST/Physically challenged/Women entrepreneurs or belong to category A district of Uttarakhand MSME Policy to meet the expenditure related to the marketing and promotion of the innovative products, process or services as a onetime assistance
  • Reimbursement of expenses for filing Intellectual Property up to 1 lakh of national patent and up to 5 lakh for international patent
  • Exemption from Stamp Duty on lease deed/space/purchase of land as per the category defined in the Uttarakhand MSME Policy 2015
  • Reimbursement of SGST after the adjustment of the applicable ITC up on supply of material by concerned firm/industry for consumption (B2C) within the state
After getting the certificate of recognition, the startup shall log in to their account by visiting Uttarakhand Startup Portal and click on Apply for Incentives tab on the Dashboard. The startup is required to fill the requested information and upload the relevant documents and then click on submit.

Any entity can check the details of clearances required for starting a firm by visiting Startup Uttarakhand Portal or Invest Uttarakhand portal. On the Startup Portal, click on Single Window Clearance System under About Us Tab or you can also visiting the link: https://investuttarakhand.uk.gov.in/sso/account/register to check the clearances.
Yes, startups can get financial and/or non-financial support to participate in the State, National or International Exhibitions subjected to the approval of the Task Force. To get the assistance startup shall write a mail at startupCellUk [at] gmail [dot] com along with complete details to the event and proposal from the organizer.
Startups can raise grievance online by visiting Uttarakhand Startup Portal. The grievances are resolve in a time bound manner with the facility to track the current status of grievances.The turnaround time for grievance resolution will be approx 48 to 72 working hours. The detailed process flow along with timelines, please refer to Office Memorandum No. 2770/DI/2019/20 under Notification tab on Uttarakhand Startup Portal.

Yes, Startups recognized by DPIIT and/or Startup Uttarakhand can get relaxation in prior experience, relaxation in prior turnover or relaxation in submission of EMD as specified in Purchase Preference Policy 2019. Grassroot or innovations with rural impact can be defined as development of products and/or services by the people domiciled in rural and hilly regions, self-help groups, community groups, or by the people closely working with such networks, groups or rural innovators and through the developed products or services, any pressing issues, problem or challenges faced in or around the rural or hilly regions is solved.
Yes, Government of Uttarakhand has set up two Rural Business Incubators to guide, mentor, train and handhold grassroot innovators through awareness and capacity programs, Incubation Support, Mentoring & Handholding Session and extending financial assistance through Seed Funding. Apart for Startup Policy and Rural Business Incubator, entrepreneurs can also take benefits under CM Self Employment Scheme, Growth Center Scheme.
