Under the Uttarakhand Purchase Preference Policy 2019, startups recognized by Uttarakhand Startup Council will be provided exemptions related to public procurement while participating in tenders of State Government Department and/or agencies and they shall also be provided preference in public procurements subjected to meeting other technical specifications as part of qualifying requirements for the procurement.
The exemptions extended to recognized startups under the Purchase Preference Policy are:
- 1. Exemption from 'prior experience',
- 2. Exemption from 'turnover' and ,
- 3. Exemption from 'submission of EMD',
Startups willing to avail the exemptions related to public procurement shall be required to get Capacity Certification from National Small Industries Corporation Limited (NSIC) to ensure the production and supply capacity of the concerned startup. Once the startup get Capacity Certification certificate from NSIC after completing due procedures, the startup shall apply online to avail the benefits related to Purchase Preference and Public Procurement.
